新界南總區刑事部接獲線報，指有人在馬場內非法收受賭注，經觀察及情報分析後，發現有數名男子帶同手提電腦進入馬場內非法收受賭注，並登入外圍網站進行賽馬投注。重案組人員今午2時30分（即開跑第4場）在沙田馬場拘捕3名本地男子，涉嫌非法收受賭注。他們年齡介乎43至44歲，報稱為商人及科技從業員，沒有黑社會背景。行動中，警方檢獲他們犯案的3部手提電腦、6部電話、懷疑960萬元外圍投注記錄及2.6萬港元。

經調查後，警方得知該犯罪團伙由去年10月起運作至今，單單2月的非法投注額達960萬港元。他們公然在馬場內進行非法活動，是為了利用本地賽事及外圍網站約3至4秒的時差，於本地賽事開賽一刻，即俗稱「走地馬」，觀察馬匹開跑後的狀態，利用電腦向非法外圍網站下注。3名被捕人士仍被扣留調查。警方會繼續調查非法投注資金及外圍網站，不排除有更多人被捕。

消息指，外圍網站投注方式五花八門，除了一般基本投注形式外，亦有投注邊隻馬匹輸，估計有人利用數秒時差，馬匹出閘一刻，如漏閘或出閘慢者便下注該匹馬輸之類。

據悉，受疫情影響，馬會限制入場人士，除了出賽馬匹馬主、會員及預訂廂座人士外，一般公眾馬迷不獲准入場，警方正調查他們的身份。

警方新界南總區重案組第二隊署理總督察區智健提醒市民，根據香港法例第148章賭博條例，任何人從事非法收受賭注，最高可被判處罰款500萬元及監禁7年，而向收受賭注者投注亦屬違法，最高可被罰款3萬元及監禁9個月。
