警方今日趁賽馬日採取行動,在沙田馬場內拘捕3名涉嫌非法收受外圍賭注男子,據了解,被捕3人被指賭俗稱「走地馬」,趁賽事開跑一刻,利用3至4秒時差向非法外圍網站下注,單只2月非法投注額960萬元,行動中檢獲手提電腦、智能手機及數萬元現金等。


新界南總區刑事部接獲線報,指有人在馬場內非法收受賭注,經觀察及情報分析後,發現有數名男子帶同手提電腦進入馬場內非法收受賭注,並登入外圍網站進行賽馬投注。重案組人員今午2時30分(即開跑第4場)在沙田馬場拘捕3名本地男子,涉嫌非法收受賭注。他們年齡介乎43至44歲,報稱為商人及科技從業員,沒有黑社會背景。行動中,警方檢獲他們犯案的3部手提電腦、6部電話、懷疑960萬元外圍投注記錄及2.6萬港元。


經調查後,警方得知該犯罪團伙由去年10月起運作至今,單單2月的非法投注額達960萬港元。他們公然在馬場內進行非法活動,是為了利用本地賽事及外圍網站約3至4秒的時差,於本地賽事開賽一刻,即俗稱「走地馬」,觀察馬匹開跑後的狀態,利用電腦向非法外圍網站下注。3名被捕人士仍被扣留調查。警方會繼續調查非法投注資金及外圍網站,不排除有更多人被捕。


消息指,外圍網站投注方式五花八門,除了一般基本投注形式外,亦有投注邊隻馬匹輸,估計有人利用數秒時差,馬匹出閘一刻,如漏閘或出閘慢者便下注該匹馬輸之類。


據悉,受疫情影響,馬會限制入場人士,除了出賽馬匹馬主、會員及預訂廂座人士外,一般公眾馬迷不獲准入場,警方正調查他們的身份。


警方新界南總區重案組第二隊署理總督察區智健提醒市民,根據香港法例第148章賭博條例,任何人從事非法收受賭注,最高可被判處罰款500萬元及監禁7年,而向收受賭注者投注亦屬違法,最高可被罰款3萬元及監禁9個月。
